Local resource > enterprise resource pool

I have an enterprise resources pool of my staff. I 've created a project
with members of that pool, then i added local resources for a couple
consultants.

I didn't think i wanted the consultants, since temporary, as part of the
enterprise pool. however each time i try to publish the project, it create
an account in project webaccess.

Is there a way to publish a project and not create new accounts for accounts
that I want as local only.

You need to disallow the permission for automatic account creation in
Project Server. Here's how:

1. Log into PWA with administrator permissions
2. Click Admin - Server configuration
3. In the permissions grid, set all three permissions to Deny in the
Account Creation section
4. Click the Save Changes button
