Localhost appears to not have Windows Sharepoint services Installed

I have a new machine with Windows XP Media Edition 2005. All updates
loaded. Installed IIS all options, including Frontpage 2000 server
extensions. I then installed Frontpage 2003 and ran updates. When
attempting to publish an empty website at http://localhost/includes, I
receive the message "The web server at http://localhost does not appear to
have Windows SharePoint Services installed. After 3 days of trying
uninstalling, reinstalling IIS, extensions, Frontpage, and uninstalling
Norton Internet Security I am still at square one. Can anyone help solve
this problem.

When trying to publish a sharepoint site, the server must have WSS
(Windows Sharepoint Services) installed or Sharepoint Portal Server.
