Localizing Access

I have developed an access program for distribution and
need to localize it for traditional chinese. MOD makes
this easy if you have the Chinese version of Access.

Do I have to buy Access for Traditional Chinese to
localize it or is there a way to buy a supplement since
the only thing I need is the language converted.
