lock frames in browser

I am trying to lock a frame from resizing in a browser to control the frame
width when displayed at resolutions higher than 1024x768.

Deselecting "Resizable in browser" under Frame Properties does not work.

Suggestions?

The frameset will always be the size of the browser window opening.

By the way, that option does not control the resizing of the browser
viewport. It means that you cannot resize the FRAME'S dimensions. With
that option deselected, and with the borders option enabled in a frameset,
you could grab a frame's border in the browser and resize that frame. It's
a bit confusing how it has been named, no?
