lock master slide in office powerpoint 2003

I am working with a client on designing a powerpoint presentation. She would
like to have a slide design and title slide design. She currently has a
design that is placed onto a slide as an image, but clearly it can be deleted
or moved around. Even if you place it as an image in a slide master, anyone
that knows about powerpoint will be able to delete it or move it in the
master view. She wants to be able to "lock" the design of the slide (it
cannot be deleted from the presentation or moved around on the slide even in
the master view), but wants her employees to be able to alter the content of
the slide (text, add pictures, bullet points, etc). Is this possible?

She could insert the design as a background that way everyone can alter
anything they like but not the design.
