Lock Position of Text Box

Is there a way to lock the position of a text box in a template, but still
allow the user of the template access to insert text?

Some of the text boxes actually overlap others, so putting them in a table
will not work. (Some text boxes in the background have graphics in them).

Windows XP, Word 2003
