Lock tool bars

I am very frustrated by the Outlook toolbars. I like to arrange the toolbars
and buttons to be handy and organized. Now I can't lock the toolbars and I
can't remove the ad-in tool bars. Is there any to remove the ad-in tool bars?
This whole tool bar thing sucks! (to be blunt)

The toolbars can be locked?

You sure the rearranging of the toolbars isn't caused by some add-in you
installed into Outlook? I've seen several that want to usurp a whole
row or shove themself into a particular row or after a particular
toolbar.

You can't lock toolbars but they should stick where you put them unless you
have an addin installed that screws things up.
