Locked form allows text to be deleted - Word 2000

I am modifying a form in Word 2000. I am not the original creator of this
form and do not know the exact original setup. The orignial portion of the
form works the way I want: when locked, text cannot be deleted, information
can only be added to the text form fields, check boxes work and drop downs
work properly.

I added more to this form. However, when locked, one can delete text in
table cells, and newly added check boxes do not check when clicked and drop
downs do not operate. The mouse icon does not change when moused over. The
original check boxes, etc. work fine when locked. I am using the forms
toolbar and tables and borders toolbar to create the new areas. I am not
using Control Toolbox.

Any ideas on where my issue is?

Have you added the fields in a section of the document marked as
unprotected?

The status bar will indicate the current section number. If you have more
than one - tools > protect document > editing restrictions.
