Locked out of .mdb files

I have a split database application that is being used at about 10 sites
around the state. It's in Access 2000 format, and has no security other than
a password protecting the source code. Periodically I ask users to send me
their back end data file, which has no security whatever, and is only
accessed through the front end I've provided. Now I am unable to get into
two of these databases getting the message that the Jet database cannot open
the file since it is already opened exclusively by another user, or I do not
have permission to view it data. In both cases I believe that after I
received the files, one by email, another by download from ftp site, I saved
them to my hard disk and successfully opened them by double clicking on them
in Windows Explorer (using Access 2003 on Windows XP Prof.), briefly browsed
the data in one or two tables, then closed them. Since that time I have been
unable to open them. (I have received another file from one of the sites and
can open it without a problem). I am also unable to move, rename, or delete
them in each case getting an "Access is denied" error. I have logged into my
system as an Administrator, in order to look at the security info on these
files, but was unable to click on the Parent folder of the folders in which
they are stored, and received a message that this was an Access Project that
I had no rights to. With my usual login name, I have no problem getting into
those folders, but I cannot get at windows security information.
Has anyone seen behavior like this, or have any idea what might be going on,
how I can avoid this in the future, and how I might be able to delete these
files (Rebooting my system has no effect).
