When I open Word, it does not allow me to do anything
because it says the documnet (both the new and existing)
are locked for edit.

What is the problem. I have reset defaults and
reinstalled the software and it does not help.

None of the menu options are activated

What do I do?

It sounds like an activation issue. What version of Word is this? Have you
activated it yet? (Help - Activate Product).
