unauthorized viewing without using a registration number or password?

Sure. Give it a complex name, place it in a folder and disable
Directory Browsing on the server.
Only people that know the name will be able to find it.

There are 2 methods of authentication- the 1st is user based, which you do
not want
The second would be computer based. Would need either custom scripting or
host access. Can be difficult to implement dependant on needs

I would personally do as Jens suggested, and you could email a link to the
designated people

That only works until one of the user starts passing around the link
- or an automated search spider finds the link

there should ofcourse not be a link to the page, that would defeat the
purpose of keeping it secret.
