locking an image in place in word

How do I postion an image in place in a word document so it stays in place?

Anchor it to a paragraph that will stay put. (Images are always on the same
page as the paragraph to which they are anchored.) Then work through the
options on the Format > Object dialog: lock the anchor, set the position
relative to the page, clear the 'move with text' option, etc.

Well, I am trying to anchor to the page so when ever I go to format any text

You can't anchor to a page; only to something ON a page.

But you can set the position "Relative to Page."
