Locking and Unlocking Graphics

I am designing an Engagement card for my daughter and her fiance in Microsoft
Office 2007 (Publisher) and I want to lock some graphics that I have used. I
am using both ClipArt and WordArt in Text Boxes with a coloured background.

Seems like putting them in/on the page where you want them and then using
SAVE would lock them in?
If you made a mistake, the saved file would still be there.

That's what the Undo button is for. Locking helps when you have lots of
object on the page, most of which you don't want to work with - it makes
selecting the objects you DO want to work with easier.

b) How is converting to a PDF even remotely applicable to the problem
