In Excel 2002 (XP) you do have the option of allowing formatting of
locked cells. Without selecting that option (during the Tools >
Protect Sheet), you cannot change the format of cells.
I think you'll find that it is all or nothing here. If you allow
formatting of cells, this applies equally to locked and unlocked
cells. If you don't allow formatting of cells (the default) you can't
change the formatting of any of the cells in the sheet even if those
cells are not locked.
For earlier versions of Excel, if you lock the cells for contents,
you're prevented from changing formats whether or not the cells are
locked or unlocked.
But what are your objectives? It might be that VBA can be used to
secure them.
