Locking Controls on a Report

This is probably a simple thing, but it is one that
aggravates me to no end and I've never been able to find a
solution. When placing a textbox on a report, the label
does not stay attached to the textbox. If other textboxes
on the report are set to Can Grow and they grow larger
thatn the design view, the ajoining textboxes move down
the report, but leave the labels in their original
location. the end result is a label that is inches above
the textbox. I've tried grouping the labels and textboxes,
but that didn't work.

So how can I lock the labels to the textboxes?
