Locking down calendar timesheets, when using managed timesheets

We use weekly timesheets with managed timesheets enabled. How do I lock down
Calendar months? Note that a twist is that a weekly timesheet period often
spans two calendar months.

When a work week spans two calendar months, can't you create two time
periods representing the partial week at the end of the month and the
partial week at the beginning of the next month? Just a thought.
