Locking Outlook 2000 toolbars

I have Outlook 2000. My boss wants to "LOCK" his toolbars, because everytime
he opens Outlook - they are reset to somethign different. He has a few
add-ins (Adobe PDF, Avery lables, etc) that move around every time he
re-opens Outlook - and it's driving him (read "me") crazy.

Not possible. Third party toolbar locations are controlled by the add-in and
not by Outlook. Contact the vendor of those applications to report the
behavior of their toolbars.

For what it's worth, I would like to be able to lock the tool bars or at
least have them have an idea where I always want them to be.
