Locking Outlook Folder List

I was wondering if anyone knew of a way to lock the folder list in
Outlook 2003 and 2007. Maybe an add-on or something. My customers and
family always manage to somehow lose folders they have created in
their folder list. Most times they somehow accidently drag these
folders into other folders. In a few cases they actually accidentally
dragged folders into the Deleted folder not realizing it and when they
emptied the deleted folder of course it dumped the folder within it.
Only later did they realize it was missing. Would be great if their
was a way to lock the folder list much the way you can lock the
toolbar in programs like IE. Prevents accidental dragging. Any ideas.

There is no way to prevent people from doing whatever they want with their own
folders.

I know that they have the control over their own folders. What I was
hoping is that somehow they could lock their own folders so they don't
accidently moved or delete them. Seems like a simple enough feature
for MS to add to Outlook. Surprised it was never included.

I'm surprised anyone would think it's useful, given the fact that Deleted
Items exists to cover the event of an inadvertent deletion.
