locking shapes to functional bands and shifting them

i am useing Visio 2007

when i move my functional bands they are not auto-fiting, rather i have to
manually shift other bands to fill the white space

Also the shapes are not always locked to the band so they have to be moved
separately

Does anyone have any idea what is wrong?
These funcitons were previously working properly, i dont know if this is a
settings issue

This is probably the same as your other problem

menu Tools -> Trust Center
Addins and ensure that application add-ons aren't disabled.

and menu Tools -> Options
Advanced
and ensure Enable Automation Events is enabled
