Hello,

In the last few days we are facing a problem of performance, sometimes
errors of time-out. I call the DBAs and they say always the same: a user that
is processing msp_web_sp_sec_GetPortfolioViewRSBasedONFieldList, is blocking
the other users.
So the DBA has to kill this connection, in this moment all the blocked users
get free and the performance returns to normality.

The procedure above only process a Select, am I right? I don't know where
the problem is.
