lockup when double click file to open

i am using windows xp along with excel 2002.

when double clicking on a file to open in excel(without
excel being open) the file will load and then excel will
lockup with no recovery possible until reboot.

However, if excel is run first and the file is opened from
within excel itself then all functions normally.

A reinstall was done, and all service packs are up to date

Try looking for a file with an .xlb extension. (It may be hidden). Move it
from it's folder and try double clicking a file. If it is now ok delete the
file. It is XL's toolbar customisation file. If it doesn't find one it
creates a new one but any customisation will be lost
