log-in as Administrator for creating DATA Access Page

I have Access 2000 database on a Windows-XP OS based PC in my company's
Network.

Based on your tutorial I am trying to create a DATA Access Page. But as I am
completing the Design Wizard at the last step I get a Message "FAILED TO
CONNECT. CHECK CONNECTION PROPERTIES AND TRY AGAIN". When I press OK the next
message comes "FAILED TO INITIALIZE DATA LINKS. CANNOT CHANGE CONNECTION".
Finally the message "THE WIZARD IS UNABLE TO CREATE YOUR DATA ACCESS PAGE"
comes.

All these message comes when I log-in with my User Name and Pwd. But when I
log in as Administrator to the Computer then I am able to create the Data
access page without any problem. So is it that every time one needs to log-in
as Administrator only?

Please advise.
