If there is more than one Project Server 2003 implementation in a company, do we REALLY need to restart Project 2003 every time we need to log onto a different server?

Yes,

Startup is the only time Project connects to Project Server and downloads
the Enterprise Global file which of course affects all views etc.

.....but couldnt this be accomplished with a disconnect/connect dialog that
closes the active document/view in Project 2003 before reconnecting to
another source?

That question can probably only be answered by the Project Server Architect
at MS! From a user point of view we have to close then open to change
accounts and after any change in the Enterprise Global.
