logging on to domain controller

Hi,

We have a single domain controller in a remote location. it also acts as
file & print server. There are no IT staff on site there. We need to give an
office worker the ability to shut down the server in the event the aircon
breaks down.

What is the mimimum privileges I can give a user so they can log on to that
DC so they can select 'shutdown'?

Ideally, I'd like to limit them to that machine, but as it's a DC, it
doesn't have local users.
