long distance fax

Hello, I'm using the fax console to send/receive faxes. I can send local
faxes just fine but whenever I try to send a long distance fax , it says
there is no answer and yes I have made sure their fax machine is working. I
have a dialing rule saying put 1+area code. what's wrong? Mindy
