Looking for a formula

I have the following problem and looking for a formula

a1 = price
a2 = cost
a3 = proposed cost
a4 = percentage rate

I would like to calculate my proposed cost which is a1*a4. However, if the
real cost in a2 is > a3 I would like to have a3 = a2 as I would want to
carry over the real cost.
