looking for Outlook plugin

Hi,

is there a plugin that would force an outlook user to confirm that an email
is sent to a specific user or distribution list?

For example:
We have a distribution list "All internal Users" in our company.
Now if a user selects this distribution list as recipient then outlook
should ask:
"You you really want to send this mail to 'All internal Users' ?

The reason for this is that we had some users that have sent confidential
mails by mistake to wrong distribution lists....
