Looking for patch Q286424.exe to fix Visio 2000 error

Does anyone have the patch Q286424.exe that fixes the
error caused when I try to update/refresh the model of an
Oracle DB schema.

The Microsoft article lists the file name above but asks
you to contact support to get the file. Refers to
Knowledge Base article KB286424.
