Looking up data from tables

I have created a table with interest rates by duration over a range of days. In Column A - The date from Jan 1 - Jan 31 and in the first row the duration eg 1 day, 2 days, 3 days.

I have a separate list with dates and duration.

Which formula would provide the interest rate for any date and duration. For example the value on 15 Jan for 2 days!

From your description, I think the one you want is ISPMT
But I can't be sure.
