Lookup resources in custom field

I want to create a custom field that can lookup existing resources. We
identify resources to act as technical leads (not the project manager) and I
want to have a field at the Project level that identifies the Project Lead
for each project. These technical leads will also be resources in these
projects. Is this possible?

You can only create a lookup table based on a static list of values. These
values have to be manually defined.
