Lookups using .XML Multiple Value Selection

I am looking to create a lookup using .XML. I can create an XML data source
for a lookup and can populate another field based upon the corresponding
value, one to one.

I am looking to produce a one to many relationaship by choosing one value in
the primary field and have the secondary field present multiple choices.

For example...

"Field_1" Lookup contains Multiple choice selection for "US States"

I want the selection from Field_1 to present multiple choices in Field_2
dynamically based upon what was chosen in Field_1.

For instance, if I select "California", my second field should present
multiple corresponding counties for that State.

"Field_2" Lookup contains Multiple choice selection for "Counties" Los
Angeles, San Bernadino, etc.

Any help would be appreciated.
