Losing address books in Outlook 2003

I have started rolling out Office 2003 within our office and came across a recurring problem with Outlook. When creating a message if you click on the to button only the global address book and contacts are available when there should be an address book for every other office. Closing outlook and opening it again resolves this but it is very annoying. Does anyone have any ideas
