losing security setting + save smart tags setting

When ever i select the "save smart tags as XML properties in web pages" setting and then come out and go back in to the program it is deselected when i go back in. Is there anyway to make it save this setting

This also happens when i set macro security to very high, when i go out and come back in it is set to high

This is in office 2003 fully patched and up to date on windows 2000 and XP machines

Please help....
