Loss of hours when accessing through PWA

We are using MSP 2003 with Project Web Access. We download reports from
Resources/View Resource Assignments/summary view, timesheet view showing
actual time, overtime by week from Jan1 to the present. People enter time in
PWA, approve and update to MSP daily. We ran reports at the end of June and
again at the end of July and show hours missing for some people. The earlier
report showed 50+ hours the week of 5/11 for one person, but only 9.75 for
the same week on the later report. I am showing all projects, not just
current projects. We figured out what project should have had the hours for
that week, found them in MSP, republished and got most of them back. However
this is not the only person and week this has happened to and with over 600
projects, I can't go in and republish each and hope the hours reappear. Has
any one heard of this or do you have any ideas what the root cause may be?

I'm not sure if this is related.... but I have seen this same issue. I
don't know if this is why but I did notice that this occurred on tasks where
I (as the PM) entered time on behalf of the resource or increased work on a
task when (unbeknownst to me) they had a task update pending. And, this
pending update showed their task as complete. So for the task that I
manually entered work, I overwrote was was in the resource's timesheet.

The end result is that the only work that was registered in the task is the
manual update I made, and/ or the last task update submitted by the resource.
Fortunately, I had made a local copy of the project not long before and was
able to "recreate" the time that had been entered in the past.

Moving forward, I decided our PMs should be very careful about adjusting
work or manually entering work when there are pending updates. Again, not
sure if that was why that ocurred but I suppose it's a possibility.

I would be curious to hear if anyone else has experienced this issue as
well...
