Loss of Toolbar colors

I have a several large templates that being used by a large number of
individuals.
It has just been brought to my attention that the color of the toolbars have
changed to a dark gray. Previously they were blue.
I have checked on multiple machines and they all show the toolbars as dark
gray.

I am wondering if this could be caused by a security patch that was rolled
out.

Appreciate all comments.
