Lost ability to restore. What is group policy & sytem administrat

I have lost ability to system restore. Error message says that restore has
been turned off by group policy and contact system administrator

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

After furious head scratching, Snotty asked:
