lost all tool bars in outlook, have no menus, unable to recover

Since I have no menus (file, edit, all these buttons are gone) I have no way
to do what you are suggesting. This is a real pickle!

Locate the Outcmd.dat file on your system (see http://www.slipstick.com/config/backup.htm for file locations) and delete it. It contains toolbar customizations, so that should restore all toolbars and menus to their defaults.
