Lost Outlook User Files

Using Windows XP Pro - and had someone change my
administrator paswword, and through this did some
reconfiguring with my user sets up, when logged in as
Administrator. Next time I logged in as my user name,
opened Outlook, my Outlook user profile could not be found?

The files have been moved.

How do I find my existing Outlook user data to
include .pst, .pab. amd downloaded emails and set up again?

Did they create an entirely new Windows profile for you? If so, you'll need
to make sure you can access the old profile directory, presuming it still
exists - default is c:\documents and settings\username\.... may need to take
ownership as administrator and change permissions. Then search for *.pst on
the C drive, making sure to search hidden/system folders as well....were you
actually using a PAB file?
