Lost toolbar

While trying to stretch a figure in Power Point (using shift/option keys) I
accidentally deleted the bottom toolbar (I may have touched it with the
cursor and I may have hit another key, e.g., Control or the Apple key). I
was able to get part of the bottom toolbar back but I can't get the "Draw"
functions (e.g., Send to Back, Send to Front, etc.). I tried reloading
Office 98 but only got the same thing. How do I reclaim the original lower
toolbar with all the functions?

Try this:

From main menu, choose View, Toolbars
See if the toolbar you need is listed; if so, put a check next to it.
If not, choose Customize
Again, if there isn't a checkmark next to the toolbar on the list, put one
there and click OK.
If the toolbar isn't on the list, click RESET. This will reset PPT's toolbars
back to their defaults (meaning you'll lose other toolbar customizations)
