Lotus Spreadsheet won't open even though it's on file types list

Hi,
I'm on MS Office 2004 for Mac and I'm trying to open a Lotus 4.0
Spreadsheet. Excel has 'Lotus 1-2-3' listed among the open-able file types
but Excel gives me a message that it can't open the file.

My Excel version is 11.5.5 - Is there something I'm missing here? I've read
online about wk4 converters but it seems that as this file type is listed
already, I shouldn't have to have that.

Microsoft Excel can't open some Lotus 1-2-3 files if they are protected by a
password. Open the file in Lotus 1-2-3, and then save it without password
protection, or save it as a WKS or WK1 file.
Notes
€ Excel can open password-protected WKS and WK1 files and prompts you for
the password before the worksheet is opened.
€ Excel cannot open WK3 or WK4 files that are protected with a file-level
password.
€ Excel can open Lotus 1-2-3 files that are protected at the worksheet
level.

There are possibilities here. I'm trouble-shooting this for someone one
in my family - it may take some time to get a result back in testing these
ideas.

I checked with my Dad and the Lotus Spreadsheets are NOT password protected.
And actually, I should have directed this question differently from the start.

It is HIS version of Excel 2008 (not 2004) for Mac that we need to open
Lotus Spreadsheets. I'd really appreciate any tips. I had him look at his
Save-File dialogue list and Lotus 1-2-3 isn't on the save-as file list for
him (this is why I thought I'd start with 2004, but it's 2008 we want here).
