Low Cost MS based web hosting ?

I'm looking for a hosting firm that will provide volume (10,20,100)
site hosting on a Win2000/2003 platform. I plan to resell hosting
along with web site development.

I need quality support and reliability. I don't need hand holding,
800 #'s to call, or 1 hour response - just reliable hosting with
a support dept that responds in a few hours. (If reliability is
good enough, fast support becomes a non-issue for me).

I can find plenty of Unix/Linux based hosting that will easily handle
my needs (with good support and rock solid reliability). But, I need
Windows based hosting for MS programmability. The price has to be
around $5/month for a "site" (unique domain) with a reasonable web
space, reasonable # of email accounts, etc, since I am reselling
to small businesses. Outbound SMTP is a big plus. Add-on advanced
features for more $'s are also a big plus.
