ltkrn13n.dll error in Works 7.0 and Office

On a new XP Home system, I installed Office Professional 2003, and MS Works
7.0 word processor now gives the error message that it can't find
ltkrn13n.dll. I've tried replacing the file, reinstalling Works, but nothing
works. What can fix this?
