Mac to PC File compatibility

I have a MAC Word.doc that shows up on a PC with the top section ( Photo) of
the first page overlapping ( superimposed over the text) the remainder of
the first page. It seems to appear normally on a MAC, I am using a template
that comes with Word for the layout, and the compatibility check says all is
OK The rest of the doc seems OK, it's just the first page...
Any ideas how to make this truly work for PC?

To work around the page layout function differences between Mac and PC
I usually use a table to create the layout. It works almost 100% of
the time. I actually usually do this on Word even if not sharing with
PC users because it provides a more stable layout with content such a
text boxes and floating images less likely to move around. I sometimes
support international users by creating Word templates for them and
find they can work with table layouts easier than with the built-in
layout tools. Let me know if this works for you.

What is the Layout on the Picture set to?

It's the same file format, so this really should not happen. Word 2007
has at least one bug related to having pictures in the right place, though.
