Macro deleted Worksheet Menu Bar

The "Worksheet Menu Bar" has been deleted from appearing on any spreadsheet as well as my list of Toolbars appearing under the customize option. I try re-adding it manually using Customize/Toolbars/New... but get the error message that it already exists. How can I get it back?
