Macro error -- cannot create macros with VBA editor

I have a long story about not being able to create or edit macros in any
Office 2000 application.

I just installed Office 2K on a new computer running Win2K. Each office
application seems to work fine. But, when I try to run a Word document macro
that I created on my previous computer running Office 2K, I get an error
pop-open "Macro cannot be found or has been disabled". So I tried setting
security in all Office applications to low, and still cannot create or edit
any macros.

Then I copied my old digital certificate from my old computer to the new one
and entered the certificate into trusted certificates. I also created a new
certificate with selfcert. Still no affect. I uninstalled, cleaned regestry
values, and reinstalled Office 2K. Still not joy in all office applications.
I changed permissions on the ClsID, and a few other registry keys. Still not
working. I checked file and directory permissions, and I have full control
and they are not read only.

The bizare part part is that I can load and run macros created by others in
Excel, and even edit them. But, I cannot create any new macros or run macros
that I created in Office applications. I also installed MS Project, which
works fine and I can create macros in that application, but still not in
Word, Excel, or Powerpoint.

I tried to open VBA Editor -> tools -> references to check the box for
FM20.dll, but the references selection is grayed out, so I cannot modify
anything.

It seems like a basic security setting issue, but I cannot seem to figure it
out.

Any suggestions?
