macro not working

I am trying to open a specific query based on what the user select in a
listbox field on my form. The following the macro condition. I keep getting
an error "Invalid outside procedures. Any help would be appreciated.

Action
AssignCUL [Forms]![Assign_Policy]![Carrier]="CUL" OpenQuery
