Macro security level not saved

Hello, please could you help me.

Office 2003 pro en, Excel
Win 2000 en sp3

When I change macro security level from custom to low ->
this setting is not saved.

I don't close excel, I close the security setting window.
When I came back to this setting, it is on the previos
(custom) position.

It happen also when I close excel.
It happends also in another user account.
I don't try, if it happned in another document.

What I want is to turn off message about unsecure macro
when I open the custom document with macro.

I'm having a similar issue and haven't found a solution. But today I switched the setting to low, closed and saved, then reopened again... and that seemed to do the trick. Not a very good answer, but maybe trying that will help.
