"Macro Security" missing from menu

I'm trying to run several access databases/macros as
scheduled tasks. I can not do this, however, because any
time I open an .mdb file, a 'macro security' warning pops
up & tells me that some macros may be unsafe etc etc
(this stops my scheduled task, since I can not go
farther).

The message says that the way to get rid of the warning
is to set my macro security to low (which is fine, since
I only work with access files I have created myself).
However, the menu that I am to change 'macro security' is
not available to me.

Everyone else in my company that uses Access 2003 can
find 'macro security' under Tools -> Macro -> Security,
but I can not. 'Security' is simply unavailable to me,
it does not appear on my menu (I have disabled the
arrow/drop down thing).

My IT dept. has tried uninstalling Office 2k3 and
reinstalling, but macro security is STILL unavailable for
me. The only choice is to wipe the computer clean and
start over, which I want to avoid at all costs b/c I have
ODBC connections that would need to be restored (it took
over a week to get them working properly last time I had
my system rebuilt).

Can anyone help me lower my access macro security level?
Why can't I get into that menu?
