Macro security toolbar

I have a full installation of Office XP (sp3) under windows 2000 Professional
SP4. My issue is that, I am unable to run macros in access due to the macro
security in access. But when i click on tools > macro, there is no 'security'
menu. Can anybody please help me on this issue ?
