Macro Security

Hi, I got a very strange problem on our Office 2003. This issue is related to
the macro security (Tools -> Options -> Macro -> Security). Everytime we
change the settings in Macro Security, it will restore back after pressing
OK. For example, original security is High, after changing it to medium and
press OK, it becomes High again. Somehow, the change did not saved.

We did not run any group or domain policy to restrict Office Macro Security.
This behaviour occurs on all Office applications (Excel, Word, Powerpoint,
etc.)

Security settings won't take effect until you close and re-open the
application so I wouldn't expect an immediate change in behaviour but, even
though I don't think I can answer your question, can I just clarify one
point?

Do you lose the change within the same instance of the application? In other
words, if you change the security settings and then immediately return to
the security dialog is the change you made shown? Or is the change just not
saved when you exit the application?

It immediately return to the settings before after I close the security
dialog. But I know the reason now. It was because I use administrative
install (Custom Installation Wizard) on the machines. So, just like group
policy, prevent users to save their settings change.

Is there a way to restore it to allow users to change on their own? I tried
the Custom Maintenance Wizard to reapply different macro security settings.
But it still don't allow users to change on their own.
